Just remembered that there was a fourth time that Berlin rose to the top of the target list - a Joint Intelligence Committee paper of 25 Jan '45 emphasised the supremacy of oil production targets and tank factories, but proposed also that very heavy raids on Berlin would disrupt troop movements to the Eastern Front and demonstrate political will to the Russians. The Air Staff and the CAS both expressed doubts about the Berlin plan. DCAS and Harris discussed Berlin on 26 Jan '45, Harris stating that he was ready to attack it as soon as the moon conditions allowed but that this should be accompanied by raids on Leipzig, Chemnitz and Dresden if the full value of disruption to German troop movements was to be realised. This target list grew with Halle, Plauen, Dessau, Potsdam, Erfurt and Magdeburg added by C.S.T.C. on 7 Feb '45. This list is distinct from a new industrial target list issued the same day, superceding the previous one of 1 Nov '44. In other words, the smaller target list including Berlin and Dresden was specifically selected to disrupt movement of evacuees and military forces behind the Eastern Front and to show direct support for the renewed Russian offensive.

PAFG wrote:Hi Steve, Agree your comments wholeheartedly. I'm afraid I only have page 1 of the short reply to the 10,000 plan, not sure if it was missing from the file or I felt at the time that page 1 said enough:

How frustrating that we cannot see the second page! Any idea who would be replying to Bennett?
